If you've ever been to a Coffee & DoughNets or any other Netpreneur
event, you know they can be "content rich." Even 90 or 120 minutes
aren't enough to cover the topics, so we've created a new email
discussion list called The Loop to keep the conversations alive. The
group's main goal is to extend the knowledge transfer and networking
begun at Netpreneur events. In addition to community discussion,
activity will include follow-up Q&A with event speakers, member
introductions, and occasional appearances by guest experts, plus we'
ve got some other ideas on tap once the group starts building up
some traction. The Loop is based on Netpreneur events, but not
restricted by them. We'll take our programming cues from the most
recent events, however list members are free to post comments and
questions on other topics, so long as they are related to practical
or strategic concerns in growing a high-tech business, such as
getting funding, operational issues, product strategy, business
models, the future of online business, and so forth. Participation
in The Loop is open to all members of the Netpreneur community --
whether you've ever attended an event or not. In fact, we figure
that one of the benefits of The Loop is that if you had to miss a
particular event, you can still discuss the topic with colleagues
online. We hope you'll take advantage of this new service from
Netpreneur, and that you'll find it a useful tool for building both

This month's Coffee & DoughNets is the debut event for our new email
list, The Loop (see above) and our speakers have all agreed to take
some of the audience questions we don't get to at the event and
supply answers via email in The Loop. "A Different Spin On Startups"
will focus on how entrepreneurs and intrapreneurs can find and spin
out technology opportunities in large organizations, with panelists
Tom Gilbert, co-founder of Blue Ridge Networks; Jesko VonWindheim,
CEO of CRONOS/JDS Uniphase; Ransom Parker, of SpaceVest; Hal Kennedy of Lockheed Martin; and moderator Dave Sylvester of Hale & Dorr. C&D starts June 26, 7:00AM, at the McLean Hilton in McLean Virginia, and it ends only when you say it does. The discussion continues online in The Loop.

(Washington, DC) The Federal Network (FedNet) introduced reCap
Newsroom, a news research tool with a searchable video database.
Targeted at production and research staff in news organizations,
reCap Newsroom can quickly locate same-day Congressional and White House real-time, time-coded sound bites. Users can enter a keyword to get search results that include audio, video, contextual
transcripts, and timecode that can be emailed to expedite the
preparation of news copy.  Designed with FedNet's proprietary
software and video indexing application, the database is accessed
through a Web browser. FedNet captures daily, gavel-to-gavel
coverage of Senate and House floor debates, as well as key hearings
and press conferences.

(Silver Spring, MD) OPTIMUS, a provider of public safety technology,
debuted Michaels Fire & EMS, a mobile communications system for
emergency personnel that provides wireless, uniform access to
assessment, triage and reporting data needed to mitigate and respond
to emergency situations. The product speeds the data entry and
analysis process, including field reporting, ambulance tracking, and
video-based collaboration.

(Washington, DC) eLearning Dynamics premiered its new educational
technology, LearnTrac, a product that uses handheld devices to help
teachers energize their classroom and conduct assessments of student
comprehension. It automates time-intensive administrative activities
such as attendance taking, content distribution, test delivery, and
grading, and allows teachers to track each student's performance
throughout the learning process.

(Baltimore, MD) Web design firm Interlocking Media introduced
VelocityPack, a service package for creating low-cost websites that
include customized design, content management facilities, and the
ability to add additional interactive capabilities. Targeted at
small businesses on a budget, sites developed using VelocityPack
have their own domain name and a built-in administration area to
allow customers to manage the site.

(Timonium, MD) GoPin, a developer of payment solutions for
eCommerce, catalog, and multi-channel retail merchants, changed its
name to I4 Commerce, Inc. and debuted its first product, Bill Me
Later, which offers consumers an alternative to paying by credit
card. After making a purchase, the customer receives a monthly
statement containing all purchases made at Bill Me Later Merchants.
The balance can be financed or paid in full. Authorizations,
settlement and exceptions are handled similar to credit card


(Laurel, MD) Sentori released Version 4.0 of its Billing and
Customer Care product for the communications services industry. New
features include enhancements for wireless, such as micropayment
offerings for the mCommerce market.

(Annapolis, MD) OpenPath Products released Version 2 of its SMS
Testing Suite, a family of tools for testing Short Message Service
(SMS) applications. New features include BAD SMSC and Web-based SMSC simulators.

(Alexandria, VA) Ecutel released Version 4.0 of its Viatores mobile
computing platform. New features include management tools,
authentication options, and reporting functions targeted at Fortune
500 organizations with large mobile workforces.

(Vienna, VA) HandySoft released Version 8 of its BizFlow business
process management and workflow software. Enhancements include IBM DB2 support and additional support for external events including Web services.

(Baltimore, MD) Planit created the website for the Aberdeen
IronBirds, the new Class A Baltimore Orioles farm team owned by Cal
Ripken's Ripken Baseball.

(Alexandria, VA) Bean Creative launched the website for Louis
Rukeyser's new Wall $treet Week with Fortune show for PBS and
Maryland Public Television.

(Washington, DC) XIF Communications created the website for, an information service that delivers news, features,
and analysis for the lobbying profession.

$2 million for Rockville-based LearnWright, a provider of eLearning
training for pharmaceutical companies. The money comes from
Corporate Opportunities Funds, managed by investment banking firm
Sanders Morris Harris. LearnWright clients include Bristol-Myers
Squibb, The American Red Cross, and AstraZeneca.


--PEC Acquires Vector Research
(Fairfax, VA) PEC Solutions, an IT solutions provider for the
federal government, completed an agreement to purchase the assets of
Vector Research from Ann Arbor, MI-based Altarum for $5.7 million in
cash. Vector provides technology development and engineering
services to the feds. PEC gets 40 new employees and service
contracts generating between $8 and $9 million in annual revenue.
The acquisition includes a contract with the Department of Treasury
to provide IT services to the IRS and other bureaus.

-- McDonald Bradley Acquires Domain Technologies
(McLean, VA) Federal IT services provider McDonald Bradley (MB) has
acquired Domain Technologies, a provider of Web-based information
systems for the government intelligence and law enforcement market.
The acquisition provides MB with additional skill and practice areas
that will help them go after larger IT projects. The two companies
have partnered together on a number of contracts in the past. All
Domain personnel will be integrated into the MB operation for a
combined workforce of approximately 175 employees.

(Columbia, MD) J. Carter Beese, Jr. has joined the Advisory Board of
Optical Capital Group. He will provide guidance and strategic advice
to the venture capital firm which is focused on investing in data,
cable, and telephony communications infrastructure companies. Beese
is President of Riggs Capital Partners and a former SEC

(Columbia, MD) TSI TelSys named James Chesney as President and CEO. He is also Chairman of the Board and was the original founder of TSI TelSys in 1995. Prior to rejoining the company, he was Director of
Business Development for Honeywell Technology Solutions.

(Dulles, VA) America Online named David Lebow as EVP of Programmingand Strategy for AOL Interactive Services. He was previously SVP of Operations for Emmis Communications.
